BIOGRAPHY OF HUMAN RESOURCE AND ADMINISTRATION DEPARTMENT
Human Resource and Administration department is a department under Rombo District Council as per Government law of Local Government Authority act No 5 of 1982 which was the founder of local government and following local government reform No 20 of 2002 which transform the Local Government under decentralization by devolution. Department of Human Resource and Administration has 127 workforce with 28 Wards and 68 Villages Along with opportunities was taken to accommodate efficiency and effectiveness consideration on the management of public service in particular implementation of the ongoing Public Service Reforms and provisions of its service.
DUTIES AND RESPONSIBILITIES
1. To prepare personal emolument (PE) of the council.
2. To Design and propose policies, regulations and training procedures.
3. To prepare criteria for utilizing and evaluating training requirements.
4. To organize regular on-the-job training in collaboration with the leadership of the ministries, the independent departments and regions and monitor its implementation according to its location.
5. Interpreting and implementing public service law, governmental regulations, permanent regulations, governmental documentation documents and other instructions.
6. Law enforcement of the rights and interests of employees such as back-up payment, pensions, compensation due to occupational injury, etc.
7. Collecting, analyzing and organizing statistics and all records relating to the plans of employers.
8. Planning and conducting research on staff needs and access to staff in order to balance financial capabilities and
